Ruben O. Villarreal is the Chief Operating Officer (COO) of Casasnovas Construction. He has extensive experience in municipal government and economic development which included 15 years as a city official, 9 of which was Mayor of a border community in the Rio Grande Valley. Ruben leads his endeavors with strong roots in the communities he serves and that commitment has garnered him influential and trusted relationships in government circles throughout Texas and Washington D.C. A highlight of his municipal career included the construction of a $16.9 million dollar 6 million gallon per day (6MGD) water treatment facility. His mission throughout has been to grow and improve local economies and communities.

Joseph Ruiz is Casasnovas Construction Project Manager and has been with the organization since it was founded in 2022. Through his efforts he has grown Casasnovas Construction’s outreach into the community. Joseph is a steady hand in overseeing that our projects are delivered on time and on budget. He is committed to the overall success of the organization.
